If you have to much weight hanging off the back your trailer will get the wiggitties when you get it going fast. A lot of it depends on where the axel is. If it's centered in the trailer you'll want to have some weight up front. Most trailers are built with the wheels back of center but when you put your raft on it you'll want the center of the boat just in front or at least even with the axel.
