3' is around 5820 cfs, which is still plenty of water and fairly pushy. I would like to get the first timers on under 4000 cfs, which is somewhere in that 1.5' range.

I suggest good guide helps the first time. Compared to the Yough, the lines are big and wide open, but the rapids are much longer and much bigger. Most of the danger spots don't come into play until it is low water, Undercut and Lower Railroad, or high water at Double Z and the top right of Lower Keeney, and generally easy to avoid if you know where you are at.
