I have seen electrical tape work but it'll get sticky and get all over your raft, especially if its a spare oar. not sure if they sell shrink wrap tubing in that diameter. maybe some of the heavy duty shrink/plastic wrap that some marine places use to wrap and store boats for the winter? let us know what works, I have a few myself that I need to do something about.
