question Suggestions on air conditioning needed. New

Long story short, I am closing in a portion of the room over my garage for an office.  Room is approximately 150 square feet, one window on the north side of the room, no other windows.  No available air conditioning ducts and my wife says I can't hang a window unit out the window. 

I've looked at "portable" AC units, but the reviews are almosts evenly split between they work and they don't work. 

So how do I cool this room off in the summer and heat it during the winter?  It will be used daily for 8-10 hours a day M-F.  I live near Columbia, SC so hot and humid is typical in the summer.  Winters can get chilly, but not as cold as some placese up north.
