I took the online motorcycle practice exam 3 times (different questions) and missed two out of 30, so I know I need to brush up.  Practical skills will really be more helpful and I didn't know that it can be subsidized!  I'll check into that as I'm shopping.

I don't mind shifting - I have a stick now and wouldn't consider getting an auto in a car, but there's just something about a scooter that really appeals to me. If I get one, I'll have to realize it's about the machine and not the complete efficiency of two-wheeled motor transport I'm going for.  The Kymco I saw was $3200 because it was a 2006 but now I'm enamored with the Aprilia Mojito and the TNG lowboy.

You asked about speed in your first post - up to 70 or 80 I feel safe and able to get away from potential problems on the road, but if I have anything beyond that, I'll use it.  My first boyfriend got me started on bikes and when I'd ride with him we'd do 120+ on windy backroads and I was wishing I could go faster.  I don't need anything more than 70-80 at my disposal.
