They have a decent reputation and their scooters look top of the line. I've looked at the People's 250 and the Excite 500, nice machines.

I don't know of any American company manufacturing scooters. Both Honda and Yamaha make bikes in this size range. The Honda Helix and Reflex are 250 cc scooter as is the no discontinued Big Ruckus. I've ridden the Reflex and owned a Big Ruckus, both are comfortable and capable of highway speeds. The Yamaha Morpheus is also a 250 cc machine. One of my neighbors rides one, but I haven't any experience with it.

If I didn't care about how much I spent, I would look at either the Honda Silver Wing or the big Suzuki Burgman.
Both of these bikes are more than capable of Interstate Speeds, as are the Excite 500 and Yamaha Majesty.

You can still buy a damn nice regular motorcycle for cheaper than a 250 scooter.
