Talk to your fellow tenants and see if they might be interested in (at this point my phone is suggesting "revenge,") contracting directly with some services, and giving your landlord evidence that the work is getting done and you are paying for it. I've negotiated deals like that before. You might simply set an upper financial limit based on bids submitted.
