Which one is more "free" might be debatable. The Chinese put a better face on it and appear to be more consistent and structured. However both are autocratic and oppressive in their own different ways. Corruption and mobsterism is more in the open in Russia. Russians have a bit more of a "cult of personality" thing going with their big boss. Both countries have a bit of an imperialistic/nationalistic streak going on right now. Chinese are in a much better position to act on theirs - at least until their bubbles start to burst.
