more There are two angles to this question...

...in my view, any gov't that strips its population of basic human rights, and of representative democracy, automatically forfeits its right to decry tactics used by its population in the pursuit of freedom.

For example, since Israel has denied its Palestinian population basic human rights, it automatically loses the right to complain about acts of violence initiated by Palestinians, regardless of the tactics used by the Palestinians. There is simply no moral high ground left in these types of cases. You can't hold a population as virtual slaves, then complain when they resist violently.

In cases such as Israel, Northern Ireland or Apartheid South Africa, where a significant segment of the population were / are stripped of basic rights and self determination, then as far as I am concerned, any tactic is on the table, including targeting of civilians, chemical and biological weapons, etc.

The only caveat I would add to the latter point is that the increasingly violent and gruesome tactics should be left for cases of last resort, where there are no other means of resistance left. Exceptionally violent or extreme tactics can always backfire strategically too.
