Everyone likes to think of a nice and tidy, well regulated European banking community, but it is fact the Wild, Wild, West. Asia too, but that is a bit more obvious. Many of the things that happened in the US financial markets back in the 90's were mainly changed because the Europeans were doing it. Higher leveraged position, derivative trading, commercial and financial banks in the same company, etc.
