I'm not sure quality is a word that I would use for what goes on in the healthcare industry. The problem is that most people have no background to tell them if their doctor is doing good or bad unless they die.

Most people just don't take responsibility for their own healthcare, either by making good choices about their personal health or the cost. Have you ever shopped to see if another doctor was cheaper? Just as an example, a client that was on a major medical type insurance that meant a large out of pocket needed knee surgery. Since a big part of it came out of his pocket, he actually shopped that service. He even got the hospitals to give him written estimates of costs. By have the procedure done in a nearby town, he saved almost 3 grand.

Most people just want the doctor to give them a pill to take care of whatever is ailing them.
