When it warms up, many paddling clubs around the country sponsor ACA certified swiftwater rescue classes.  In this class, you will learn all about the gear you need to perform rescues.  But most importantly, the class will teach you how and when to use the gear.  Having a bag of rescue gear won't do you much good unless you have the training to use it.  Check with your local club about the local schedule for safety classes.
