Read Leland's post below. He points out a great deal of what is right...
Don't be afraid to speak up when you see someone doing something that very well could result in their death or serious injury whether you know them of not.
Also, the choices we make individually as a boater can very well have much farther reaching consequences than just our own demise. The boater who dies may be someone's son, brother, sister, husband, or father/mother, or friend... it's not "it is what it is".
I respectfully disagree. There are rights and wrongs when it comes to our beliefs, choices, and actions just as there are real consequences and rewards that are attached to all of them.
