and the all carbon (non foam core) are a close second.  Just like boat design, everything is a trade off. 

The all fiberglass models are strongest, but the trade off is that they are heavier and the edges wear down. 

Foam core paddles provide great preformance and feel and protection against edge wear, but you have to be willing to be more careful about bashing it on rocks than you do with the all fiberglass models.

I would add that the foam core paddles I've seen broken (3) were all bashed on rocks or wedged between rocks... nothing random or manufacture defect related.
