with which whitewater enthusiasts (and this includes rafters, IKers, and, yes, even open boaters) from beginner to expert can communicate something about the difficulty and, to a lesser degree, the danger of a rapid. In other words to provide a common framework for everyone regardless of skill. The purpose of the listing of standard rated rapids is to provide examples of rapids at each difficulty level that we can use to compare other rapids to and come up with a consensus rating.
The reason that a lot of rapids, which were once considered IVs or Vs, are now considered III's or IVs is because the entire framework shifted as equipment and skill evolved and thus a consensus was reached that the old ratings were too high.
Follow the KISS principle. Run a bunch of the standard rated rapids, get a feel for the difficulty, and then use that as a rating guide. No need for every individual boater to reinvent the system.
