This was news to me, since I've put in there for second & third laps every single time I've run the Cheoah, but he had signs printed on copy paper scotch taped to traffic cones to "prove it".

I've got no problem w/ the organizers asking permission, and you'd probably get it if your ducks were in a row (they have the Captain Thurmond race & the Upper Gauley Animal on rivers which is administered by NPS, and Nanatahala NF allows NOC to hold official races), but that probably means event insurance, EMS, waivers, etc.  If you want an underground race, then hold it underground.
