In previous years, I raced both 03 and 04, we had no time trials qualifier, so check your history books. Second, If john no longer owns part of the kayak school it is INDEED run from JON HARTS kayak shed, and there is no doubt he has a very biased and close relationship with the kayaker in question and should without a doubt have had no right to make any decision on rules exceptions with the paddler.

IF YOU MAKE A RULE IT STANDS FOR ALL INVOLVED!

The rules stated to competitors at the meeting was, with no exception any paddler removign his hand from his paddle at any point during the race would be DQ'd. but to have actually DQ'd Todd would have meant DQ'ng his baby boy right? EXACTLY! use some integrity.
