	I spent a few summers on the Ocoee, and that's MUCH more crowded than the SFA. I agree, the best policy is to put on the gorge around 3pm which puts you behind all the raft trips.  The real reasons the kayakers are unhappy are because there is nowhere else to go, and it's 110 in the shade! come on up to Tahoe and cool off. . . bring a MTB.
