That the best strategy is to comply with the law, but disrupt fishing.

The dog and tennis ball idea, or maybe a mask and snorkel seem to be the tools for this.  I personally like to practice swimming with my paddle, as it is an important skill.

I am an inactive lawyer, as such, my take is make your point without risking a criminal ticket you have no hope of winning.

But, I am 13 hours away and won't be there, so it is easy to encourage others.
