Hydropower can be added to the power grid quickly to deal with peak demands and is a green alternative to gas-fired turbines.
This should be the determining factor for damn releases not boater schedules.  Remember having to wait until it rained?? Let's be happy we have any scheduled release at all.

  Early evening releases with the fisherman and boats adjusting their schedules only make common sense
