AW raised the money and some pinhead in Raleigh killed the deal because he said WRC didn't want any new trails constructed. The fact was AW was just going to clear some old trails that  were already there. The trail would have run down from land off Jackson Loop Road to the Upper Green takeout surfing waves, 100 yards upstream of the present Narrows put-in. This was about four years ago.

The story you heard happened back in the 1990s, but not exactly like you heard it. An official from AW approached the Rings and  made an offer to buy the land that is now used for the GRAF parking lot. This AW person apparently made a very low-ball offer and Mrs. Ring was so insulted she refused to deal with AW ever again. That is the reason that Woody, as a local boater who knows the Rings, had to step in and negotiate the current parking lot lease situation.
