Looks like you could build a little ledge or constriction wave there... best to get your P's & Q's straight with your State DNR before you get too far ahead of yourself.  Due to fish migration, change of streambed, etc. you may find after doing all the other work that goes into creating a feature there will be for "not" if they don't give you their blessings.  Take a trip to a few Man-enhanced WW-parks and/or find out what hoops they had to jump through as well.
