It's up near Castledale (nice uncrowded portion of the state, about 1.5 hours to the NorthWest.) There's a nice class III+ run, roadside creeky in one of the most beautiful canyons in the state. (Also a great bouldering location.) Chance of catching it with minimum flow are pretty good that time of year. Given the water supply forecast, it probably won't be up to the 500+ range that happens when the reservoir spills. If you're really lucky, you might catch the Left Hand Fork of the Huntington. But again, given the snow situation this will have a pretty short window.
The San Rafael Swell is what Arches was 30 years ago. If you make it up there, try and cut through the swell on Buckhorn Wash road and see the petroglyphs. There's good free camping throughout the area with the option to stay up high (10,000 ft) and avoid the heat.
