	buy a length of chain from the hardware store. use a rope and a tape measure beforehand to decide length. buy a weatherproof padlock (combination locks eliminate keys but most gunk up easily). Of course, a determined thief could probably snip it or loosen the boat hardware enough to steal the boats, but this is a solid deterrent.
