...everything flows downstream. But having said that - there are a few other creeks coming in downstream that help to dilute the contamination somewhat (maybe - assuming those creeks are any cleaner). I'm not sure what their criteria are for changing the classification back to class II after Long Shoals, but if that is based on water testing, than I guess it means the water is sorta' OK before Ledges.

Ironic that most people worry about the sewage treatment plant just upstream of the Ledges, when in fact the effluent being discharged there is normally cleaner than the water in the river.
