the only thing I have used that consistently holds air

smiley face beach balls from walmart. Cost a buck each and have lasted about 3 years so far. The only negative is that they are hard to blow up since they don't have a tube on them. I used an inflater with a mattress adapter. I once had a Jackson creek float that held air but its 90 bucks or so. Way too much money. I ended up tearing it accidently and replaced it with the beach balls.

From my experience, if it has an inflater tube, then it won't hold air
