note not always. that gauge is just below some confluences.

if the water is evenly distributed amongst the various streams then 4 feet would probably be too low for the upper. if the rain is spotty and all the water is in the main stem then it could be running even if the gauge is reading lower levels. basically the gauge is for the lower and you just have to look at the upper to tell if it's running or not.
