The "compromise" never happened and would have been illegal. The conflict cannot be verified and only exists as legend written by one of the key opponents to padddling.
The stocking was discontinued below 28 because the river is too warm to support trout year round so all the stockers die in May.
I went to the last Chattooga Coalition meeting as a representative of the paddling community and was very coolly received, all they care about is catching stocked fish. A reasonable solution would be to allow paddling when there is sufficient flow and make the river catch and release above 28 to greatly reduce the need for stocking and the resulting helicopter disturbances to back country users it brings.
