From the description, sounds like HE was the one who found the victim. And he was the one who first got TO the victim to assess her condition. You certainly couldn't tell what that was from the opposite shore, now could you? I'm yet to meet a medical professional who can make a condition assessment from across a street or waterway, what type of magical training has CCSWR had that gives them the ability to do that?
Forget the amount of time it took to find her, why did it take CCSWR so long to GET TO her after she was found?
