It should be a violation of one's constitutional rights.  Seems awfully selective.  While the forest service may be able to pretend that it is treating all stakeholders equally I bet the courts would not agree.  Who wants to be first, or better yet the first ten or twenty?  I'll donate to the defense fund.  AW could most likely get more bang for their buck this way than what they have been up to.
